Congress says possible Palestinian unity gov’t must recognize Israel as a Jewish state in order to receive aid.

Palestinian Authority President Mahmoud Abbas, left, and Prime Minister Ismail Haniyeh from Hamas, right, raise their linked arms as they move through the crowd at a special session of parliament in Gaza City, March 17, 2007. (Photo: Hatem Moussa/AP/The Times of Israel).

Congress has passed provisions that immediately end funding to the Palestinian Authority in the event of a unity government with Hamas, or a joint government where Hamas exercises “undue influence.” Though, there is one exception. If a supposed unity government recognizes Israel as a Jewish state, the aid will continue.

The limitation to the Palestinian Authority’s assistance became law on December 16, 2014 as a section in the U.S.’s annual budget on bilateral support. The Consolidated Appropriations Act, 2015 requires a series of redlines to be met on support to the Palestinian government. Notably, no funds “may be obligated for salaries of personnel of the Palestinian Authority located in Gaza,” and no funds can go to a “power-sharing government of which Hamas is a member, or that results from an agreement with Hamas and over which Hamas exercises undue influence.”

Secret Netanyahu-Herzog deal for Lik-Lab government coalition after March vote.

Mutually trusted go-between Mike Herzog

The Israeli government has traditionally been headed by one of the two rival mainstream blocs, the right-of-center Likud or the left-of-center Labor, excepting for unity governments in times of crisis and one case of a rotating premiership. Neither bloc has ever achieved a majority for forming a cabinet without a cluster of small factions.

This time may be different, debkafile’s political sources report. The opinion samplings taken privately by party strategists indicate a close run in the March 17 general election between Binyamin Netanyahu’s Lilkud and Yitzhak Herzog’s opposition Labor, since he formed a partnership with Tzipi Livni and her small Hatnuah. , Likud stays marginally ahead with 23-24 (out of 120) Knesset seats compared with Labor’s 20-22.

Instead of engaging in the excruciating, separate horse-trading for a government coalition after the elections with a bunch of small factions, Netanyahu and Herzog appear to have found common ground on the broad lines of a power-sharing partnership.

Most significantly, this partnership would enable them to disempower Naftali Bennett’s hard-line Jewish Home (16-17), Avigdor Lieberman’s Yisrael Beitenu (sinking to 7-10), Kahlon’s new Kulanu (8-9) and Yair Lapid’s Future (plunging to 6-7). It would also reduce the bargaining power of the ultra-religious bloc.

Netanyahu has avowed an ambition to reduce Israel’s fragmented political scene to major blocs.

The backdoor negotiations between the prime minister and opposition leader are not face-to-face, but through a mutually trusted go-between, revealed here by debkafile as the Labor leader’s brother, Brig.-Gen (res.) Michael Herzog.

In the early 2000s, Mike Herzog was head of the strategic section of the IDF’s Planning Division. His career included service as aide de camp of Shaul Mofaz, then defense minister, and chief of staff of another defense minister, ex-leader of Labor Ehud Barak, who was later prime minister.

From May 2009 to March 2010, M. Herzog acted as special envoy in the efforts of Prime Minister Netanyahu and Defense Minister Barak to resuscitate peace negotiations with the Palestinians. The prime minister also attached him to his personal envoy Yitzak Molcho with the US team that held talks with Syria from December 2010 until the onset of the civil war in March 2011.

The Labor leader’s brother is currently a fellow of two American think tanks, The Jewish People Policy Institute and the Washington Institute for Near East Policy, through which most of Israel’s top intelligence and security officials have passed at some time. He is therefore a familiar figure in the circles that count in the American and Israel capitals.

Towards the end of last year, Netanyahu, who was then building up to calling a snap election, again added Mike Herzog as a secret envoy to Molcho’s quiet contacts with the Americans and Palestinians. He was also involved in diplomacy on behalf of the prime minister on other strategic matters, including the Iranian nuclear issue.

In the last couple of weeks, Mike Herzog has redoubled his efforts to build a bridge between his brother and the Likud leader and made headway in three spheres:

1. In the last week of December, Netanyahu and Yitzhak Herzog launched a rare joint initiative to recall the Knesset for legislation to raise the minimum wage in the public and private sectors.

2. The two leaders have stopped trading personal abuse. Livni keeps up a shrill offensive against Netanyahu and the Likud slate elected in the party primary this week. The circles around them comment: “She’ll soon catch on.”

3. The prime minister accepted the new Labor joiner, the respected economist Prof Manuel Trachtenberg, 64, as finance minister in the new post-election government. Born in Argentina, the professor has a PhD in economics from Harvard and specializes in technological innovations. While a strong free market advocate, he opposes cartels and monopolies. In 2011, the government put him in charge of a team for resolving growing social unrest over income gaps and he proved receptive to protesters.

The Likud slate elected in this week’s primary dropped the two most outspoken hardliners and will present the voter with relative moderates of the right-of-center, roughly positioned for their future portfolios in a potential unity government.

The steps taken so far in the direction of this partnership are tentative and preliminary. There are still hurdles to overcome, including, primarily, the outcome of the election - which party comes out first and by how many votes. Likud is holding steady in the lead thus far but still, Netanyahu’s loyalists may be required to sacrifice top ministries for the sake of unity with Labor.

And so claims by Naftali Bennett of the defense ministry, Israeli Katz, of finance and Miri Regev (Netanyahu’s only critic in the top five of the Likud slate) of housing are premature.

A tie between the two blocs could force acceptance of a deal to rotate the premiership between their leaders – two years each. Then the negotiations would come down to who goes first.

But for the volatile Middle East and turbulent Israeli party politics, ten weeks is enough to turn all these processes on their heads.

Me quedé a pocos metros escuchándolos jugar.

Abbas' hypocrisy: Participated in anti-terror march in France, while PA glorifies terrorists who killed Israelis.

Abbas' hypocrisy: Abbas participated in the anti-terror march in France, but the PA, PLO and Fatah continue to glorify terrorists who murdered Israeli civilians, 5 terrorists who killed 10 Israelis are elevated as "Martyrs of 2014".

http://d.ibtimes.co.uk/en/full/138431/palestinian-president-mahmoud-abbas-gestures-during-plo-central-committee-meeting-ramallah.jpg

Today, Palestinian Authority Chairman Mahmoud Abbas participated in the anti-terror march in France following the last few days' horrific terror attacks in Paris, which the PA has officially condemned. Reporting on a conversation between Abbas and French President Francois Hollande, the official PA news agency wrote that:

"Abbas condemned all terrorist actions that claim innocent lives, whether they are Christians, Jews, Muslims or followers of other religions, stressing the sacredness of human life."
[WAFA, official PA news agency, English edition, Jan. 10, 2015]

However, as Palestinian Media Watch has documented, the PA and Fatah continue to glorify acts of terror against Israeli civilians.

Just last week, 5 terrorists who recently killed a total of 10 Israelis were included on a list of "Martyrs of 2014" who "ascended" to Heaven, published in the bi-weekly Al-Asima distributed with the official Palestinian Authority daily.

The terrorists on the list, who were called "Shahids" (Martyrs), which is the highest achievable status in Islam, and included the synagogue murderers who recently killed 5, 3 terrorists who killed 5 by running them over with cars and the terrorist who attempted to assassinate Rabbi Yehuda Glick. See descriptions of their attacks below.

Another article described the terrorists as having died while "carrying out Martyrdom-seeking (Istish'had) operations."

Al-Asima lists as its "general supervisor" Othman Abu Gharbieh, who is a member of Fatah's Central Committee and the Secretary General of the Popular National Conference of Jerusalem, the PLO institution that publishes this bi-weekly.

A few days ago, Palestinian Media Watch reported on an article in the same bi-weekly that glorified a terrorist who stabbed two soldiers and encouraged Palestinians to carry out similar attacks "against Zionists."

The following are the examples of the PA glorifying the terrorist murderers in the PLO-published supplement to the official PA daily:

"The [PA's] Islamic-Christian Council for Jerusalem and the Holy Places published its annual report for 2014, which documents the most prominent Israeli violations and attacks on Jerusalem, its holy places, citizens and buildings. The contents of the report are as follows: ... Attacks on the residents of Jerusalem:
Over the course of this year, 15 Martyrs (Shahids) ascended [to Heaven] - 2 at the hands of the settler gangs, 8 wounded by enemy fire and 5 [killed after] carrying out Martyrdom-seeking (Istish'had) operations (i.e., terror attacks) in Jerusalem."

French far-right’s call for death penalty mere politicking: experts.

By “playing on the collective fear” of radicalized minorities and the possibility of future militant attacks, Le Pen will be able to continue exploiting the state of anxiety in France, one expert said. (Shutterstock).

A French far-right leader’s renewed call last week for the re-instatement of the death penalty after the deadly Charlie Hebdo attack has been dismissed by analysts as a “mere political move.”

In the aftermath of the attack on the French satirical magazine in Paris by radical Islamist gunmen that left 12 people dead, National Front leader Marine Le Pen said she “believe[d] that the death penalty should exist in our legal arsenal.”

“I always said that I would offer French citizens the possibility to express themselves on the topic through a referendum,” Le Pen told television channel France 2.

Yet the notion of capital punishment, which was practiced in France from medieval times until the late 1970s, is unlikely to make a return, even with much of the French public shocked by the most deadly attack on their soil in the last half-century, said Remi Piet, a French public policy academic at Qatar University.

“The abandoning of the death penalty is widely seen as a progress and supported by the population,” Piet said.

“Le Pen is only trying to ensure a place in media and on the political stage, so far even if she has had some limited electoral local victories, she is still not considered a mainstream party leader,” he added.

Mathieu Guidere, who teaches Islamic studies at Toulouse University, said that even despite the attacks, there is still not enough public support for capital punishment.

“People know that even if the death penalty was applied, this will not stop the type of suicidal terrorists who hit France and who were anyway ready to die. So it is just a mere political move from the National Front,” Guidere added.

And with several of the militants in the Paris attacks seeking to be martyred for their cause, the concept of a death penalty – historically intended as a strong deterrent – is weakened, said Hilal Khashan, a political science professor at the American University of Beirut.

“The reinstitution of the death penalty will not change anything since the terrorists are seeking ‘martyrdom,’” said Khashan, adding: “France is bound by the EU stipulations that frown at the death penalty. I think French democracy will triumph.”
No longer on the fringe

Although the far-right party spent years far on the fringes of France’s political spectrum, Le Pen’s party made record gains in elections last May. After garnering nearly a quarter of the vote, the party gained control of two senate seats, 11 local councils and 23 of the 74 French seats in the EU Parliament.

“If the National Front came to power… with the possible election of Marine Le Pen in the next presidential election, in this case, yes, there will probably be a discussion about it,” said Raphael Liogier, a sociologist and director of the Aix-en-Provence-based Observatoire du Religieux research center.

But currently, by “playing on the collective fear” of radicalized minorities and the possibility of future militant attacks, Le Pen will be able to continue exploiting the state of anxiety in France, he added. On the watch-list.

On Friday, reports surfaced that the militants responsible for both the attack on the office of Charlie Hebdo and a parallel incident of hostage taking at a kosher supermarket in Paris had been known by French authorities for years.

U.S. officials also claimed that Said and Chérif Kouachi, the two gunmen who carried out the Charlie Hebdo attack, had been on their terrorist watch-list for years.

In addition, Hayat Boumeddiene, suspected to be an accomplice in the Paris supermarket attack which left four people dead, was questioned by police in 2010, according to French daily Le Monde.
Societal issues

However, some experts believe that France’s societal issues that are less pronounced in many other Western countries – including poor economic conditions, lack of opportunities, and prejudice by the local population – make the problem larger than enforcement and anti-terror legislation.

“The terrorism problem for France is mainly socioeconomic. Home-bred terrorists come from depressed and slummy areas. It is essentially a problem of maladaptation to life in a secular and forward-looking society,” said Khashan.

Paul Sullivan, a Middle East security expert at Georgetown University, said: “France has far less economic and social opportunity for the average Muslim than one would find in the U.S.”

“It also has many banlieues or slums that are filled with angry Muslim young men who have little job prospects. Prejudice against Muslims seems far harsher in France than in the U.S. All this adds up to a degree of difficult inter-religious stress that do not exist in the U.S.”

French security services also face a lack of resources to follow-up with the number of potential threats, according to Chris Chivvis, a political scientist at the U.S.-based RAND Corporation policy think-tank.

“The French security services are under-resourced for the challenge they face. There is a large and, unfortunately, growing number of individuals to track, and a limited number of staff for the task,” said Chivvis.

France’s anti-terror legislation, where those who publish content encouraging or defending terrorism face a prison sentence of up to seven years, could also be used to stifle free speech in the future, said Sahar Aziz, an academic at Texas A&M’s law school.

“Once the laws are on the books it is only a matter of time before they are applied to silence dissent. Moreover, in light of the terrorists’ aims to quash free speech by murdering the Charlie Hebdo cartoonists, the provisions that censor the Internet are problematic,” she said.

Israel Closes all Entrances to Nablus Town.

NABLUS, January 11, 2015 (WAFA) - Israeli forces, early Sunday morning, closed all entrances to the town of Asira Ash-Shamaliya to the north of Nablus, according to a local official.

Head of the town's municipality, Nasir Jawabreh, told WAFA that Israeli soldiers in military vehicles arrived at dawn and closed all four entrances leading to the town, preventing anyone from leaving, while only allowing entry to its residents.

B'Tselem, the Israeli Information Center for Human Rights in the Occupied Territories, stated that, Israel imposes restrictions on Palestinian travel within the West Bank, obstructs access to areas where it seeks greater control, and prevents travel between the Gaza Strip and the West Bank.

It said that, 'Israel's policy results in real hardships and constant uncertainty in people's daily lives in terms of everyday tasks such as getting to work or school or visiting relatives. It also reflects the view that freedom of movement is not an inalienable right but a privilege that Israel can choose to bestow or withhold.'

'Israel's policy [of restricting movement] is a blatant discrimination based on ethno-national origin since these restrictions apply only to Palestinians. Jewish residents are permitted to move about freely in areas where Palestinian movement is restricted. Thus, Israel 's policy violates the right to equality that is prescribed in all the human rights conventions to which Israel is party,' said the center.

B’Tselem added, 'While Palestinian movement is severely restricted, a separate system of roads that are closed to Palestinians or that bypass Palestinian communities has been set up for Settlers to ensure their unrestricted movement in the West Bank and between the West Bank and Israel.'

According to a 2013 report by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) the number of obstacles to movement inside the West Bank increased to 542 during 2013 from 529 in 2012.

Militants wipe away parts of Lebanon-Syria border.

With the declaration of the State of Greater Lebanon under the French Mandate era, the borders between Syria and the land of the cedars began to form. They sometimes divide adjacent villages as they extend from the occupied Golan Heights to the seashore, and pass through the Qalamoun and Anti-Lebanon mountains. Eventually, the borders themselves became a battleground in the Syrian conflict, which reverberates in neighboring states.

There are four Syrian provinces along the Syrian-Lebanese border. They include Quneitra, Rif Dimashq, which has the largest share of the border with Lebanon, Homs, and Tartus. While Tartus enjoys total calm and the situation in Homs is comparable, the situation in the Golan and Rif Dimashq is different: Armed groups have deployed along the border strip and work to secure transportation routes for fighters, ammunition and weapons from the Lebanese side of the border. This raises questions today, given the prevalence of the idea of “safe zones” and the opposition Syrian National Coalition’s focus on the Qalamoun area near the Lebanese border. These issues necessitate detailed research on the borderlands between the two countries.

Golan and the rugged road

The triangle between the Lebanese-Syrian border and the occupied territories begins at Shebaa Farms and the neighboring town of al-Nakhila, where Mount Hermon sits. Dozens of rugged mountain routes extend up this mountain’s slopes. Some of these paths have become transportation routes between the two countries, especially following the takeover of parts of the province’s countryside by armed groups.

There is a chain of towns and villages along the border that begins with Hadar, which is under the control of the Syrian state. The chain continues through Beit Jan and Mazra’ah Beit Jan, which are three kilometers apart and are under the control of the Free Syrian Army (FSA) and Jabhat al-Nusra. Syrian forces are present in the villages of Farhour, Beit Tima, and Qala’at Jandal. State control extends northward to the villages and towns of Ain Shaara, Heinah, and ‘Arnah, and reaches the Lebanese side of the border. In the neighboring Lebanese provinces of Nabatiyeh and Bekaa, there are smuggling routes under the control of the Lebanese Army and Hezbollah.

Perhaps the most important point in the Golan region is the Beit Jan-Shebaa Farms front. These two towns are no more than 16 kilometers (10 miles) apart, and shepherds and even mule-drivers cross the hillside paths to Shebaa Farms from Beit Jan — which is under the control of militants. According to local sources, the trip from the Syrian side of the border to Lebanon takes eight hours, though it is more time consuming during the winter. The Lebanese side of the border is under the control of the Lebanese Army, which is supported by United Nations Interim Force in Lebanon peacekeepers. These forces have recently prevented the transportation of wounded fighters and the smuggling of weapons through these routes. In this area, the Lebanese side of the border extends from Shebaa Farms to Rashaya, Hasbaya, and Arqoub.

In western Rif Dimashq, fighters are encircled

There are no clear borders that divide the border areas of Rif Dimashq from one another. The mountainous region extends from Wadi Barda to Qalamoun, and is made up of a mountain range. This has allowed fighters to pass through the area’s hillside paths, especially in the aftermath of the battles for Qalamoun.

The Western countryside of Damascus extends from the town of Rikhla Birqis and Deir El Aachayer, which face the Lebanese villages of Ayn al-Arab [Kobani] and Kaferkouk in anti-Lebanon mountains. The string of towns continues to the north with Maysaloun and Jdeidat Yabous, which are adjacent to the official border crossing. On the Lebanese side of the border, there are the industrial areas Sultan Yaaqoub and Majdal Anjar.

The chain of Syrian towns continues with Dimas, Baloudan, Zabadani, Madaya, and Serghaya, which are the last points along the western countryside. These towns are opposite Ma’baroun and Riyaq on the Lebanese side of the border. They are under the control of the Syrian army with the exception of Zabadani, where FSA, Ahrar al-Sham, and Jabhat al-Nusra units are concentrated. Meanwhile, there are repeated warnings that a group of al-Nusra and FSA fighters are pledging allegiance to the Islamic State (IS), whose territory extends toward Madaya.

The military situation in this area differs from the rest of the region. Though FSA, Ahrar al-Sham, and Jabhat al-Nusra fighters control Zabadani, the town is nearly encircled. The Lebanese army and Hezbollah are concentrated along the entire Lebanese side of the border, and there are also bases belonging to the regime-aligned Popular Front for the Liberation of Palestine-General Command in the area.

On the Syrian side of the border, there are Syrian military bases in Dimas and Baloudan, and there is Syrian army artillery on the mountains surrounding Zabadani. As for the neighboring town of Madaya, though militants control the town, there is a truce in effect that resembles other such agreements in a number of areas in the Damascus countryside. Madaya remains the only route for the militants, some of whom previously advanced toward Yabrud but returned to Madaya after the Syrian army recovered bases in the Qalamoun mountains.

Qalamoun: Inconclusive battles

The military situation is different in the Qalamoun area, which extends from Rankous to Qarah. The region extends from the towns of Housh Arab, Mamourah, Jibah, Sarkhah, Asal al-Ward, Ras al-Marah, Fleitah, Yabrud to Qarah. All of these towns are under the control of Syrian forces, and the Lebanese army and Hezbollah control the opposite side of the border. This is especially true now that Arsal is isolated from its surrounding hills, where Jabhat al-Nusra, IS, and FSA groups are located. Syrian planes and artillery target these armed groups when they attempt to move between the hillsides on the Syrian and Lebanese sides of the border.

Is the Islamic State's next target Daraa or Ghouta?

Islamic State leader Abu Bakr al-Baghdadi may have gone to Syria with some of his associates to oversee an alternative plan to confront expected developments, in light of talk that the battle of Mosul is near. Meanwhile, IS movements in the Damascus countryside are raising questions about Baghdadi’s next target.

Tensions in Bir al-Qasab in the Damascus countryside have peaked, especially after IS announced two days ago that it is sending more military support to the area, a matter that raised the anxiety and stress levels among the armed factions’ leaders amid speculation that IS’ next goal is to enter Daraa. Or could that be preceded by fabricating events in east Ghouta, which these days is experiencing many assassinations, illustrating the danger awaiting the area?

The latest IS moves in some Syrian areas, whether in the East or South, raise many questions, especially as these moves came in conjunction with information indicating that Baghdadi recently moved from Iraq to Syria along with some members of the Shura Council and his inner circle. Although such leaks may not be innocent and may be intended to camouflage Baghdadi’s real location and give him an aura of mystery, opening the Deir ez-Zor front in this violent way and threatening all of Daraa and the Damascus countryside point to the existence of an alternative IS plan to confront the developments that could happen in the coming months, especially in light of the battle of Mosul.

Did IS’ leadership feel threatened by the danger in Iraq and decide to expand its influence in Syria? Or does it really have a surplus of power that allows it to fight on two fronts, in Syria and Iraq, and against all opponents at once?

There is no doubt that IS choosing Bir al-Qasab to be an IS center has raised fears in Daraa and eastern Ghouta. This confusion about the ultimate goal may be intentional in order to camouflage IS’ true intentions and to split up its opponents’ efforts.

It was striking that IS’ information office of the Damascus province announced yesterday [Dec. 9] that additional supplies are being sent to Bir al-Qasab. The announcement was accompanied by pictures of these supplies. IS usually does that to raise the morale of the fighters and to exercise psychological warfare on its opponents.

About a week ago, a leading figure in Jabhat al-Nusra, Abu Maria al-Qahtani, said that there are fears that IS’ next move will be toward Daraa, pointing out that Jabhat al-Nusra’s leader Abu Mohammad al-Golani has personally ordered the mobilization of the youth to confront such a development. Abu Muhjin al-Shami, a Jabhat al-Nusra leader in Ghouta, warned a few days ago on his Twitter account that IS’ real goal is east Ghouta, not Daraa. This indicates the degree of confusion caused by the IS hordes in Bir al-Qasab, including confusion among leaders of the same faction.

It seems that in the Damascus countryside and in east Ghouta (it is believed that IS is not present in west Ghouta), Jabhat al-Nusra has started taking preemptive measures to prevent the IS tide from reaching Jabhat al-Nusra’s areas of influence. Jabhat al-Nusra is also trying to reduce Jaish al-Islam's control of some key supply sources.

In this context, two leaders associated with Jabhat al-Nusra have been assassinated. Jabhat al-Nusra suspected that they had a relationship with IS so it killed them before they become dangerous.

The first was Abu Khattab al-Iraqi, a Jabhat al-Nusra leader and a veteran jihadist in Syria. He was killed because he defended IS in one of his discussions. The second was Abu Mohammad al-Iraqi, the general jurisprudence official of Ansar al-Sharia, which was founded a few ago months by Jabhat al-Nusra defector Abu Amir al-Urduni. He used to be the emir of al-Marj in Ghouta, then he was dismissed because he leaned toward IS.

Although Iraqi’s assassination happened under mysterious circumstances, the fingers immediately pointed to Jabhat al-Nusra because its leadership had warned that the new organization carries ideas identical to those of the Kharijites, meaning IS.

Days earlier, Abu Khadija al-Urduni (actual name Bilal Awad Abdul Razzaq Khuraisat), Jabhat al-Nusra’s general jurisprudence official in East Ghouta, arrested an official from Jaish al-Islam who was responsible for overseeing the large tunnel linking Barzeh to Harasta, a tunnel dedicated to transporting supplies to Ghouta militants. Ghouta is under siege by the Syrian army.

Finally, it may be significant that the commander of Jabhat Thuwar Suria in the south, Abu Osama al-Golani, announced his withdrawal from the Military Council in Daraa. Before that, he announced his withdrawal from the “Wa I'tasimu Initiative” and had declared that he has no relationship with the Revolutionary Command Council, which the initiative produced. The Revolutionary Command Council was established two weeks ago.

Are these events just precautionary measures by some factions to prevent any developments? Or are they real indications that the storm has already begun to reach the factions?

EFE
